Deputy Program Manager Job Opening In Guantanamo Bay – Now Hiring V2X

The Deputy Program Manager is responsible for the day-to-day operational execution of the Program actions.

The Deputy Program Manager shall assist the Project Manager in identifying, establishing, and communicate program requirements to all employees and organize, plan, schedule, implement, control, analyze, and report on all elements of the program’s performance work statement (PWS).

The Deputy Program will be accountable to the Government and communicate/coordinate efforts and work performed under this PWS with the Government client and Project Manager



Responsibilities







+ The deputy program manager unless specifically authorized by the CO or COR, shall be a working member of the Contractor’s work force, assisting the program manager with administrative, managerial, and supervisory duties as part of their normal duties.





+ As a collateral duty, assist with the duties described for the Project manager.





+ Serves as the acting Project Manager in their absence.





+ Supports the Project Manager in providing liaison with partner nation officials to facilitate equipment delivery, identify venues and determine future requirements.





+ Works with the Project Manager in monitoring the program to determine that the program: is meeting predetermined objectives.





+ Assists the Project Manager in ensuring facilities are adequate to support mission requirements and oversee construction, refurbishment, facility operations and maintenance.





+ Assists the Project Manager in the preparation of cables, reports, briefs and other documentation of in-country program activities.





+ Submit situation reports to Program, assuring timely and accurate reporting of all program activities, sensitive issues and successes.





+ Immediately reports any emergencies to the PM and the RSO.

Facilitate in country communications (e-mail, R/R radio, cellular phone, landline and satellite phone).





+ Assists the Project Manager with the management of the budget and oversight all other expenditures as required to support mission.





+ Collects fiscal data to assist with the completion of monthly, quarterly and annual reports.





+ Assists with the scheduling and delivery of briefings to include: RSO security and Emergency Action Plan (EAP) Briefings.





+ Assist the Project Manager with briefing all incoming personnel upon arrival on local safety, health, driving and political/cultural conditions.





+ Maintains awareness on current threat levels and briefs personnel.





+ Assist with the maintenance of personnel data and emergency contact information for deployed personnel.





+ Assists the Project Manager with arrangements for billeting and local transportation of mission personnel in-country.





+ Works with the Project Manager and/or logistician with coordinating the local purchase of equipment, supplies, and materials as required to support the program.





+ Assists the Project Manager when receiving all necessary shipments on behalf of the RSO, process through customs, arrange for delivery to site.







Qualifications







+ Minimum Qualifications:



+ Education/Certificates:



+ Minimum bachelor's degree or equivalent experience.





+ Must be able to obtain a Common Access Card (CAC).





+ Must be a US Citizen



+ Valid Real ID State Driver's License.





+ Must be fluent in English.





+ Must possess driver’s license with at least 6 months of remaining validity



+ Must possess Passport with at least 15 months of remaining validity and with at least 6 blank visa/stamp pages remaining.





+ Must be able to successful pass a preemployment drug screen and medical screening.





+ Must be able to pass a background check.









+ Experience:



+ A minimum of five (5) years of experience in managing a workforce providing services on contracts of similar size, scope and complexity.





+ A minimum of five (5) years comprehensive knowledge of governing regulations, policies, and procedures.





+ Previous international experience that establishes ability to work within foreign cultures is required.





+ Previous experience working in the specific country or region is preferred.





+ Previous experience in operations and facilities management in an overseas environment is preferred.









+ Skills:



+ Possess an understanding of logistical and fiscal support of overseas operations and have the ability to solve real-world problems under short deadlines.





+ Must possess the appropriate verbal and written communications skills to conduct meetings, execute plans, and prepare/present reports, briefs, plans, and working instructions.





+ Possess strong organizational, analytical, written and oral communication skills.





+ Proficient with Microsoft Office Suite and Microsoft Office Project.





+ Established capability to handle individuals or groups from numerous levels and backgrounds.









+ Material & Equipment Directly Used



+ Extensive use of a desktop computer and multi-functional device.

General office equipment, computers, fax, printers, web and internet services, server platforms, and other electronic forms of management, collaboration, and data sharing



+ Personal Protective Equipment (PPE) is required in certain areas.

Such PPE includes, but is not limited to: head, foot, hand, vision and hearing protective devices.









+ Supervisory/Budget Responsibilities:



+ Responsible for daily oversight and management of contract performance and business operations.









+ Working Environment:



+ The worker is subject to both environmental conditions.

Activities occur inside and outside.





+ A normal work week is 48 hours (5 days a week).





+ Must be willing to work additional hours when mission requires.









+ Physical Requirements:



+ Include long periods of sitting, standing, and communicating via electronic means.





+ Work requires sitting, standing, walking, climbing, bending and routine lifting of equipment and boxes in an office environment.





+ Light work.

Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.





+ The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes
